Start by heating the butter or oil in a large skillet over medium heat. Once hot, add the chopped onion and bell pepper. Sauté for about 3-4 minutes, until they are soft and fragrant.
Add the rinsed black beans, corn, and the spices (paprika, garlic powder, onion powder, cumin, salt, and black pepper) to the skillet. Stir well to combine and cook for another 2-3 minutes, allowing the flavors to blend. Remove from heat and stir in the chopped cilantro and lime juice.
On a clean surface, lay out a flour tortilla. If you’re using rice, add a spoonful to the center of the tortilla. Next, spoon a generous amount of the black bean mixture on top, followed by a handful of shredded cheese. Be careful not to overfill, as this will make rolling difficult.
Fold the sides of the tortilla inwards over the filling, then roll it tightly from the bottom up to create a burrito shape. Repeat with the remaining tortillas and filling.
Wipe down the skillet and spray it lightly with cooking spray or brush it with oil. Place the burritos seam-side down in the skillet, cooking for about 3-4 minutes on each side or until golden brown and crispy. You may need to do this in batches depending on the size of your skillet.
