Start by measuring out all your ingredients. Grease your baking dish and line it with plastic wrap, leaving some overhang for easy removal.
In a heavy-bottomed saucepan, combine 1 1/2 cups of sugar, 2 cups of water, and 1 teaspoon of lemon juice. Stir over medium heat until the sugar dissolves completely. Bring to a gentle boil, then reduce heat to low.
In a separate bowl, mix 1 cup of water with 7 tablespoons of cornstarch until smooth. Gradually add this to the sugar syrup, whisking continuously to prevent lumps. Cook on low heat, stirring constantly, until thickened and translucent, about 10-15 minutes.
Remove from heat and stir in 2 teaspoons of rose water until evenly mixed.
Pour the mixture into the prepared baking dish, smoothing the top. Allow it to cool at room temperature for several hours or overnight until set.
Once set, lift the Turkish Delight out using the plastic wrap. Dust a cutting board with confectioners' sugar, turn the Turkish Delight onto it, and cut into squares. Dust each piece with confectioners' sugar to prevent sticking.
